At some point, Batman concluded that Commissioner Gordon just dumped all the crime on him to solve. On Christmas Eve, Commissioner Gordon worked on a gingerbread house in his office at Gotham Police. A panicked officer briefed him on the chaos going on outside. Gordon pulled the blinds and saw the fires and stray parade floats. He activated the Bat-Signal from a switch at his desk. On Christmas, he was present when Joker dined with Batman, Little Batman, and Alfred Pennyworth at Big Belly Burger. During New Year's, Commissioner Gordon paid Damian a visit in lock-up. Damian tried to tell him Scarecrow had his father, knew where they were, and the police force was in on Scarecrow's evil plan. Gordon was shocked and asked Mahoney if he was corrupt. Mahoney calmly answered "no" and Gordon believed him. Damian protested that didn't prove anything. Gordon promised him he had a plan to save Bruce Wayne: he was going to turn on the Bat-Signal and ask Batman to do it. Gordon later told Damian he found someone to pick him up. It was his supposed babysitter Marion.

Commissioner Gordon answered the phone in lock-up. Alfred Pennyworth identified himself and asked if he had seen or heard from Damian Wayne. Gordon recalled they had him in custody a bit ago but his babysitter just picked him up. Gordon and the police entered the abandoned wastewater facility and found Scarecrow, the Penguin, and Lynx tied up. Gordon found a note reading, "You're Welcome" left on Lynx. In the fall, Commissioner Gordon went to see a movie and sat with Alfred Pennyworth. He joked about taking him downtown over eating outside food then sternly pointed out it would be a violation of theater regulations. Alfred was surprised Gordon was a fan, too. He told Alfred he was in the mood for a good ol' action movie. Gordon misread the movie title as "Lee Pain Leaves Ausie" and thought it was about an action star leaving Australia... in pieces. Alfred tried to correct him but "Le Pain Leve Aussi" (or "The Bread Also Rises") started. Gordon was in tears wondering why the other characters couldn't see that Lee Pain just wanted to be loved. Alfred offered him a handkerchief and patted him on the shoulder. He tried to sneak a bite of his baguette but Gordon reminded him about the no outside food rule.

After the movie was over, Gordon told himself to keep it together. Before Claire Selton could finish asking him how the movie was, he started crying again. Damian suggested taking him to the baby movie. The Gotham City Police Department was called to an old drive-in theatre to arrest Killer Croc, Mad Hatter, Livewire, Clayface, and Solomon Grundy. Commissioner Gordon agreed to keep things quiet about the villains to avoid a public panic, like the world's most treasured baguette recipe. Movie night resumed at Wayne Manor but Bruce wondered why Commissioner Gordon was present. Gordon was in his office when Joker announced his 24-hour Prank-A-Thon for April Fool's Day. Gordon pondered over a doughnut puzzle. An officer reported angry masses on the streets. Gordon told him he would handle it then called Batman on the Batphone but the cord was cut. A message was left by Joker and Joker Jr. to his dismay.

After Joker was defeated, Gordon believed they could finally enjoy a crime-free Gotham. Batman disagreed and conceded crime would always have its place in Gotham. Gordon was bummed. Little Batman added the Bat-Family would always be there, too, and apologized about the pranks he pulled with the Joker to keep his cover. Batman stated they were prepared to make restitution for any and all damages. Little Batman agreed.
