Mad Hatter is fashioned after the Mad Hatter character in the Alice in Wonderland book and built technology housed in his hat that would mind control anyone. Among villains, he had a reputation for being persistent. Hatter left Gotham City during Batman's campaign to clean up Gotham City in anticipation of his son's birth. Hatter had a daughter and son, Stella and Stanley respectively. Years later, he returned. He and his daughter Sad Hatter broke into the Wayne Enterprises Warehouse #1 (a low security building) in evening during a guard shift break in search of AntiGlow, a device capable of absorbing all light on the planet. A guard on duty went to check on the alarm and was shocked to see two of his co-workers enthralled and Mad Hatter. He recalled Batman got rid of all the villains in Gotham City. Hatter asserted it was only a matter of time before they returned then emphasized he had not returned alone. There was no response. Hatter said that was the cue. Sad Hatter found it humiliating and just wanted him to call her "Stella." Hatter countered "humiliating" was telling his friends his kids moved back home because her poetry degree didn't yield the career opportunities she'd hoped for. She corrected him and stated she majored in pottery.

Hatter didn't care and ordered her to put the guard under her thrall. She couldn't get her hat to work. Mad Hatter got annoyed and enthralled him. Batman emerged and asked what he was after. Sad Hatter wanted to leave. The three guards attacked but Batman made short work of them. A mysterious bright figure appeared in search of the same thing. Police converged but the Hatters escaped down a drain hatch and Bright left out a window. Little Batman and Exo-Bat observed Mad and Sad Hatter looking around the Wayne Enterprises Storage Facility #2. Hatter was beginning to suspect his daughter wasn't taking villainy seriously. Exo-Bat and Little Batman fell through the skylight. Mad Hatter tied them up and prepared to feed them to a chipper. Batman arrived and saved them. Bright arrived and distracted Batman long enough for him to fall under Mad Hatter's mind control. Bright was soon knocked out. Mad Hatter ordered Batman to destroy his Bat-friends.

Exo-Bat stood up to Batman and stated "no" which seemed to temporarily mess with Hatter's mind control. Hatter realized he was intensifying Batman's willpower and breaking the neuro-hypnotic hold he had. Sad Hatter refused to help him and declared she wanted to be a graphic designer. Batman broke his hold but he got away. The following week, Mad Hatter pulled off a job with his son Glad Hatter in Central City. He tried calling up Stella but she wouldn't answer. Hatter returned to Gotham and met up with Killer Croc at an old drive-in theatre with Clayface, Livewire, and Solomon Grundy in tow to help find the AntiGlow.

Solomon Grundy threw a car at Batman. The other villains came outside, surprised Batman came alone. Batman tripped up Grundy, jump kicked Croc, threw Batarangs at Hatter and Clayface, and elbowed and tossed Livewire. He punched Hatter in the nose, cracked Croc with a parking meter, and blew up Clayface. Clayface reformed, grabbed Batman, and threw him towards Croc who then clotheslined him. Livewire zapped him then Hatter kicked him. They were interrupted by a large beam of light touching down near them. Bright, Little Batman, and Claire emerged from the light. Hatter was blasted by Bright. Claire blasted Hatter before he could sneak attack Little Batman and yelled at him to pay attention. The Gotham City Police Department arrived to collect the villains.

On April Fool's Day, Batman and most of the Bat-Fam confronted the Joker in an old TV studio. Joker then declared it was time for the elimination round with all of Gotham's favorite villains: Solomon Grundy, Livewire, Mad Hatter, and Killer Croc. Bright kicked Hatter. Bright blasted Hatter after Joker launched his rocket.
