The Watchtower is the official headquarters of the Justice League. Batman funded, designed, and constructed the Watchtower. Most likely, the tower was a line item hidden in the WayneTech Research & Development budget. It was launched into geosynchronous orbit around Earth and remains stable due to a series of thrusters. At least one member would be present in the tower to monitor for alien incursion and planetary activity. A multiphasic monitoring system could pick up any broadcast signal from Earth, as well. The tower, for the most part, is fully automated. As far as what's been observed, the Watchtower contains a Teleporter Room and Meeting Room.

Once all members of the Justice League were saved from Vandal Savage's plans, they convened at the Watchtower. Although some were at odds over Batman's secret contingency files, the matter at hand shifted to who tried to kill them all. Batman revealed a Batcave security feed. It showed a hologram of Mirror Master stealing his files. Knowing when any of his decrypted files are traceable, Batman tracked down the Legion of Doom to a swamp in Louisiana. Martian Mahunter infiltrated the Hall of Doom to verify the presence of the Legion then the rest of the League teleported from the Watchtower to the Hall. In order to save Earth from a solar flare, the Watchtower's nuclear reactor was adapted to power the Hall's Dimensional Displacement Generator so it could render the planet intangible.
