The Hall of Doom is the secret hideout of Vandal Savage and later, his Legion of Doom. No doubt financed by his vast wealth, Savage kept his Hall and hidden submerged in the swamps of Louisiana. The interior meeting room is adorned with statues, paintings, and relics from all of Savage's former lives. Once the Justice League was eliminated, Savage planned to fire a rocket from the Hall of Doom into the Sun. The resulting solar flare and electromagnetic pulse would devastate the planet. A Dimensional Displacement Generator would render the Hall of Doom intangible and completely unaffected by the flare.

After Mirror Master stole Batman's plans, Savage altered them and sent out invitations to Bane, Star Sapphire, Metallo, Ma'alefa'ak, and Cheetah. They each received a device that led them to Louisiana. Once they all gathered, the Hall of Doom arose from the swamp and opened itself to them. However, Savage did not anticipate that once he decrypted Batman's files they would send out a homing beacon. The Justice League and Cyborg arrived at the Hall of Doom to stop the Legion. Cyborg managed to prevent the countdown but Savage triggered the manual launch. With time running out, Superman lifted the Hall of Doom into space to be connected to the Watchtower. It would help broadcast a displacement field around Earth, allowing the solar flare to harmlessly pass through the planet.
