Kandor was a city on the planet Krypton. Vril Dox noticed it had a perfection potential of 96 percent and was near complete actualization. Brainiac and Koko realized they could salvage the planet's most advanced city rather than the planet itself. He dispatched his drones to help Kandor reach 100 percent perfection. It was the first "perfect" city to be miniaturized by Vril Dox's Hyper-Ray and preserved in a bottle then stored aboard his Skull Ship.
