Dr. I.Q. Hi started off his career as a scientist for the Galactic Protectorate and advanced to Secretary of the Stratosphere and later, Chief Scientist. He also takes on the role of representative on Earth on the behalf of the World President. Dr. Hi is better known for awakening Captain Duck Dodgers. Afterwards, Hi has become bald underneath his lightbulb hat, addicted to Lattes, and constantly questions Dodgers' creditability as a famous hero of the past.
