Mayor Manning runs the crime ridden Gotham City. It seems that after Batman began to help reduce crime, Manning was able to more effectively lead the city council. His activites began to interfere with Ronald Marshall, a local land developer tied to the mob. The Mayor was put up for assassination by the Russian. Deadshot took the contract and shot him dead from long distance. Manning was replaced by Anthony Garcia.
