Lucius Fox is a brilliant engineer for Wayne Enterprises' Applied Sciences Division. Years ago, he helped develop the city-wide monorail system intended to serve as a cheap public transportation system. After the death of Dr. and Mrs. Wayne, Fox was slowly banished from the Board of Directors. Fox quielty accepted defeat and worked on prototypes for environmental procedures, defense projects and consumer products. Most of these prototypes were shelved and never sold.

When Bruce Wayne returned to Gotham City after seven years, he took an immediate interest in Fox's projects. Wayne integrated Fox's devices, including a Nomex survival suit, grapple gun and Tumbler, into his arsenal as Batman. Fox preferred to take a blind eye to what Wayne's goals were as he could see past his boyish charm. But when a Microwave Emitter was stolen from a cargo ship (by Ra's al Ghul), Board Director, Bill Earle decided to cover up the theft and merged Applied Sciences to Archives. This essentially forced Fox to be fired.

When Batman was infected with Dr. Crane's fear toxin, Fox helped synthesize a cure. Whether he cares to know the identity of Batman is irrelevant. After Ra's was defeated, Wayne Enterprises continued with plans to take the company public. Bruce Wayne secretly bought up majority ownership. In his first decision, Earle was replaced by Fox. While running day to day operations, Fox still dedicated time to his passion in Applied Sciences.

Fox led a new project and helped lauch the new satellite, Waynecom 7. It contained a gyroscopic electromagnetic navigation system. The system contained a circuit that generates a field. He thought he solved a general problem of capacitance but the satellite suffered strucutral damage when the field created an electromagnetic pulse. Undaunted, Fox saw another potential application of the system. With its highly sensitive shock wave sensor, Fox could create a virtual bulletproof shield.

When the sensor picks up a sound above the preset decibel, the gyro is charged and triggers an electromagnetic pulse, deflecting bullets. It could withstand small arms ammunition even at close range but a rifle would penetrate the pulse. Wayne took the device on a field test as Batman but ultimately decided a defelected bullet was still too dangerous of a risk.
