Detective Allen grew up outside of Gotham and transferred when he was handpicked by Lieutenant Gordon to join an elite squad named the Major Crimes Unit. Allen was partnered with Anna Ramirez but after six weeks, he had second thoughts about his job. He felt reduced to an errand boy who cleaned up after the costumed vigilante, Batman. Despite his openness, Ramirez and Gordon were undaunted and said otherwise, that Gotham was changing for the better because of Batman.
While transporting tech thief Jacob Feely to Arkham Asylum, Allen and Ramirez unwittingly stumbled upon a gunfight between warring mob lords, Sal Maroni and the Russian. Allen's life was saved by none other than Batman and his after watching him take out the mobsters, his opinion began to sway.
After a false rumor was spread that the assassin Deadshot was after Lieutenant Gordon, Allen contacted Batman and asked for his help. Batman obliged and turned over land developer, Ronald Marshall's PDA which implicated he and Deadshot in several murders.
