Cardinal O'Fallon resides in Gotham City. Besides presiding over a congregation, O'Fallon tries to lend help and counsel to the downtrodden. This made him a target of Scarecrow. According the witness testimony, the congregation went violent without warning and a lizard man appeared and grabbed O'Fallon. Batman investigated the kidnapping further when it became apparent that Scarecrow was involved. He arrived in time to save O'Fallon's life after Scarecrow issued his death sentence.
