Named after Elizabeth Arkham, Arkham Asylum houses the legally declared criminal insane. Its location is precarious, in the center of Gotham City in the slum-infested Narrows. It is often used as a safe haven for mob enforcers while the powers that be engineer their release. While under the administration of Dr. Jonathan Crane, many of the Asylum's inmates were driven further insane by being the unwilling particpants of a fear aversion therapy program. Crane subjected them to his fear toxin repeatedly. Some of the notable inmates were Victor Zsasz, Carmine Falcone, Jacob Feely and Waylon Jones.
While working with Ra's al Ghul, Crane was tasked with finding a way to infect the city. He used the Asylum's pipe system to secretly dump the toxin into the water until Ra's would activate it with a stolen microwave emitter. As Ra's' plans unfolded, a prison break was conducted and the inmates overran the Narrows. Gotham police were forced to stage a quarantine. Crane and half the inmates were still unaccounted for after the smoke cleared. Batman made some progress in recapturing several inmates afterwards.
