Real Identity: Dr. Jonathan Crane

Dr. Jonathan Crane studied in Psychology and focused on the field of psychopharmacology where the appeal of the mind's power over the body was central. Dr. Crane ascended to head administer at Arkham Asylum for the Criminally Insane. He began to experiment on the inmates with his toxins under the guise of a fear aversion therapy program.

Dr. Crane was approached by criminal mastermind, Ra's al Ghul. Crane was led to believe that Ra's wanted to expose the entire city to his fear toxin and hold it ransom. Crane agreed and acted as a liasion between Ra's and local mob lord Carmine Falcone, who aided in shipments of the toxin. They were hidden in Teddy Bear dolls and all trades happened in the Narrows. Crane derived the actual toxin from an organic compound in a rare blue flower found in Bhutan. With it, he weaponized it into a panic-inducing psychotrpic hallucinogen.

However, the toxin could only be absorbed throught the lungs. Ra's instructed Crane to have the toxin dumped into Gotham's water supply. After Falcone was arrested, he demanded Crane help falsify an insanity plea. He obliged and infected Falcone with the toxin and had him transferred to Arkham. Rachel Dawes, of the District Attorney's Office, was suspected Crane was part of a conspiracy. Dawes discovered Crane's operation but was saved by Batman.

As Ra's plan was executed, a mass breakout at Arkham followed and the inmaates overran the Narrows. Exposed to his own toxin, Crane took on the guise of Scarecrow and saw himself as a savior of the disenfranchised people. After being tasered by Dawes, Scarecrow disappeared along with half of the inmates. He regrouped underground and gathered an army of escapees and homeless. Together they would punish those that tried to help the downtrodden. One of his main enforcers was Killer Croc who aided in six high profile kidnappings. After Cardinal O'Fallon's disappearance, Batman and Lieutenant Gordon both suspected Scarecrow after trace amounts of his weaponized hallucinogen were discovered and witness accounts described similar panic attacks.

Batman tracked Scarecrow to an area under an old resorvoir and confronted him. Utilizing the pipes above, Batman flooded the room and neutralized Scarecrow and his army while he took the Cardinal to safety.
