The Russian is an up and coming mob figure in Gotham City. When Carmine Falcone disappeared after the Arkham breakout, the remaining mob lords fought for power. The two factions that emerged were Sal Maroni and the Russian. The Russian and associates became known for unconventional practices from appearance to tools of the trade.
After a month of violence and stalemate, a showdown took place in the Narrows southwest on O'Neill and Morrison. Detective Allen and Ramirez were unknowingly caught in the middle when Batman arrived and saved them. A brief armistice followed until Batman manipulated the two on the Gotham River. Upon entering the Russian's private boat, Batman brokered a deal that the Russian can occupy the docks while Maroni gets the slums.
