Ronald Marshall is a Gotham land developer with ties to organized crime. Marshall's latest project lays with the Lower West Side and had the constant scorn of a community activist named Teresa Williams. He began to deal with the Russian, a rival of the more powerful mob families. The Russian and his associates began to put hits on several influential figures that infringed on their dealings. Marshall put out a public image as a a developer out to rebuild rundown neighborhoods and sponsors charity events such as golf tournaments. Batman confiscated Marshall's PDA and discovered it could implicate Marshall and Deadshot in the murders of at least three people. Once in the hands of the police, both were eventually caught and faced the death penalty.
