Waylon Jones suffered a rare skin disorder called epidermolytic hyperjeratosis. Jones' skin appeared green and scaly like a crocodile's. He served as a circus sideshow attraction but left and turned to crime. Jones took the name Killer Croc. After being arrested, Croc was taken to Arkham Asylum. He was one inmate subjected to Dr. Crane's fear aversion therapy program to get over his fear of bats. He was injected with Crane's fear toxin and driven further insane.

After the mass exodus of inmates from Arkham, Killer Croc became an urban myth. Homeless people tell a tale of how he was flushed down the toilet by his mother, mutated by toxic waste dumped in the sewers and turned to cannibalism. Croc went so far to file down his teeth to razor points and was recruited into Scarecrow's army. Killer Croc helped conduct kidnappings of the Scarecrow's targets. After the sixth kidnapping happened, Batman became involved when traces of Scarecrow's hallucinogen was found.

Batman traced Croc under the old 10th Street line and discovered an old pneumatic system that links Gotham City's cemetaries together in order to transport the dead efficiently. Batman was bitten by Croc, who seems to have his toxin flowing in his blood veins. Batman scrambled and lodged a Bat Grenade in Croc and dispatched him.
