Jacob Feely is an inmate at Gotham City's notorious Arkham Asylum for the Criminally Insane. Feely is infamous for using state of the art technology to conduct robberies. Although Ra's al Ghul's plan to purify Gotham failed, the Asylum was still in dire trouble and half the escaped inmates remained at large.
Feely soon returned to his habits. Atop the Gotham Empire Building, Feely held up people sight seeing. Before he could escape, Batman intervened and gave chase. Feely escaped by rocket pack but Batman followed. After being disarmed, he continued on foot and fought Batman to the end of Rogers Street, near the docks. The battle was witnessed by three young skateboarders. The gathered at an indoor skate rink with a fourth friend only to witness Feely and Batman again. Feely was knocked out by one of the teens by his skateboard.
Batman personally delivered Feely to the office of Lieutenant Gordon at Gotham City Police. Detective Allen and Ramirez, of the Major Crimes Unit, were assigned to escort Feely back to Arkham Asylum.
