Joe Chill is one of many criminals infesting the Narrows section of Gotham City. On one fateful night, he attempted to rob the Wayne's as they left an opera. Chill was startled and shot Dr. and Mrs. Wayne dead. He fled the scene but was captured and served a sentence in prison. 14 years later, it was commuted when Chill agreed to testify against Falcone for parole. Falcone and Chill shared a cell and he became privy to some of Falcone's secrets. Falcone, however, wasn't going to let Chill get the chance. He bribed Judge Raden to hold a public hearing for Chill and hired one of his cronies to kill him. During the hearing, he claimed the economic depression made him turn to drugs and crime. While being escorted off the premise, Chill was shot dead, right in front of Bruce Wayne, who was about to do the same thing.
