Dr. Sivana is a scientist and advisor to President Amanda Waller. During the Brainiac incident, he was present at the Oval Office. He mused tanks wouldn't stop Brainiac and Waller had 10 minutes to destroy Brainiac with a nuclear warhead armed with a 20 kilo ton payload. In other words, Sivana believed the only way to save the eastern seaboard was to sacrifice Metropolis and millions of lives. Unable to get Superman, Waller went ahead with Sivana's plans. Luckily, Superman arrived and ended the threat himself. Sivana also worked on Project Fair Play, a secret government program aimed to perfect methods to neutralize the Justice League if needed. After Victor Fries, Ray Palmer, and Silas Stone, three other scientists who worked on Fair Play, were murdered, the Justice League was implicated by the forensic evidence.
Another scientist, Dr. Karen Beecher, gathered the remaining scientists, including Sivana, at her country mansion to plan their next move together before they were killed, too. Sivana speculated the Justice League wanted them to know they knew about Fair Play and wanted them to stop. T.O. Morrow interjected and stated Fair Play was already finished. The conversation shifted to Dr. Luthor, who started Fair Play. Sivana asked if Luthor, now a recluse, was still alive. The scientists were interrupted by the real killers, three droids created by Will Magnus. The Batdroid pounced on Sivana and drained him of his blood.
