Jack is President Waller's national security advisor. After Superman incinerated members of the Chaos Society before they could finish their killing spree at the Metropolis Central Station, debate stirred up about his methods. Jack dissuaded Waller from allying with him and being devoured by her political enemies or from trying to destroy him and risk having the U.S. military being humiliated in front of the entire world. Instead, Jack suggested Waller should watch, study and search for weaknesses and in the meantime, hope for a bigger crisis to erupt and push Superman off the front page.
