A.R.G.U.S. is a government agency formed around the time of the Forever People and Imperiex incidents. Colonel Steve Trevor was the head of the organization. A.R.G.U.S. was mobilized and took Colonel Trevor, President Waller and Dr. Luthor to Pripyat as Imperiex battled Superman, Batman, and Wonder Woman. They agreed to a talk and were taken to the Cheyenne Mountain Complex. As the two trios spoke to each other, armed A.R.G.U.S. soliders stood guard in the meeting room. After Superman, Batman, and Wonder Woman agreed to the formation of a government task force, A.R.G.U.S. built them the Tower of Justice in Metropolis, gave them cover stories to bolster their image, and named them the Justice League. Years later, A.R.G.U.S. was still cleaning up after the League and dealing with those killed. However, they were framed for the murder of scientists associated with Project Fair Play, a secret government program dedicated to perfecting means of neutralizing the Justice League if needed.
After Dr. Luthor was seemingly killed, President Waller sanctioned Fair Play. Trevor armed his A.R.G.U.S. soldiers and vehicles with weapons created from Fair Play. They could fire lasers that mimicked red sun radiation, which could kill Superman. A.R.G.U.S. surrounded the Tower of Justice. Superman and Wonder Woman came outside and refused to surrender nor hand over Will Magnus. Trevor fired on Superman then motioned the rest of A.R.G.U.S. to shoot. Superman and Wonder Woman held their own but were soon outmatched. Dr. Luthor boomed into the battle and explained Magnus was the real culprit. A.R.G.U.S. fired on the force field surrounding the Tower as Superman slammed into it and Wonder Woman tried to open a Boom Tube.
