The White House is the official home and workplace of the President of the United States. After Superman killed members of the Chaos Society during a killing spree in the Metropolis Central Station, President Waller conferred with her national security advisor Jack. Jack advised her to watch and study him for weaknesses and hope a bigger crisis came along to push him off the front page of newspapers. Protests against Superman, Batman, and Wonder Woman formed outside the White House walls around the time of the Forever People and Imperiex conflicts. On the fourth day of protests, Lois Lane filed a report from the protest lines as both a reporter and supporter. She talked about her father, Sam Lane, who was a doctor who traveled around the world and provided aid in war zones. Never one to point a gun or raise a fist in anger, he died in Mumbai during the battle between Superman and Bear. She implored viewers not to accept a world where hideous violence was the acceptable form of problem solving and concluded with stating Superman, Batman, and Wonder Woman were not heroes or gods. They were monsters.

President Waller showed the news report to Superman. He asked Waller what she was proposing and the Justice League was formed. Some time later, from the Oval Office, President Amanda Waller was surrounded by her aides and adviser, Dr. Sivana, during the Brainiac crisis. Weighing whether to kill Brainiac with a nuclear payload and sacrificing Metropolis and millions of people in it or losing the entire eastern seaboard, Waller made the call and ordered the Pentagon to send a stealth bomber to take down Brainiac. Following the murders of Silas and Victor Stone, Lois Lane called up Pete Ross at the White house for comment on the murders of scientists, their connection to Waller, and Steve Trevor's investigation. Soon after, the White House contacted the Tower of Justice. President Waller advised the League to voluntarily speak to the authorities about the murders. After NASA confirmed Lex Luthor's ship was blown up and the last visitor was Superman, Waller greenlit the activation of Project Fair Play then ordered Metropolis to be evacuated.
