The Tower of Justice is the official headquarters of the Justice League. After the team was formed under President Waller's auspices, the government agency A.R.G.U.S. constructed the Tower in Metropolis. Protestors who opposed the three heroes lined up outside the Tower. As the days went on, the crowds grew smaller but persisted. The lobby houses a towering statue of the blindfolded Roman goddess Justitia who holds scales in one hand and a sword in the other. Superman refused to ever allow any press into the Tower. At some point, the government returned Superman's ship to him after he asked for it. The ship was housed in the center of the Tower. Since then, the Tower came to be powered by Kryptonian generators. The generators could also provide a virtually impenetrable shield.

The League returned to the Tower after raiding a terrorist organization occupying a bunker under the Kasnian embassy. Superman and Wonder Woman watched Lois Lane's report on the raid. He contemplated taking over the world but insisted they needed to consider their options for the day they had to face the government. Dr. Silas Stone arrived for his appointment with Superman to help recover files from the Kryptonian ship. Superman greeted Stone and flew up as a tractor beam pulled him upstairs. Stone and Superman went to work on trying to recover files from his ship. The next day, Batman recalled Superman and Wonder Woman back to the Tower. In the center, he revealed Stone was not the only scientist to be murdered recently. Victor Fries was killed three days ago and Ray Palmer a couple days ago. They realized someone was trying to frame them for the murders.

In order to get ahead of the allegations, Superman invited Lois Lane to be the first reporter to take a tour of the Tower. He took her to the center and showed the generators and what video files he was able to recover, a clip of General Zod and Jor-El watching the ship launch from Krypton. The tour came to an end when President Waller called. She advised them to volunteer themselves to speak to the authorities about the murders. They continued their own investigations and found a connection to a Project Fair Play. Soon, other scientists connected to the project were slain. The League found that Will Magnus was still barely alive. They took him to the Tower's infirmary unsure if he would recover and testify in their defense. After Dr. Lex Luthor's ship was blown up just after Superman left, President Waller had seen enough and ordered Project Fair Play's activation. Metropolis was evacuated. The Tower was surrounded by a contingent of A.R.G.U.S. forces led by Steve Trevor.

After Superman and Wonder Woman went outside to speak with Trevor, Batman enveloped the Tower with the generator's shield. However, Magnus' wife Tina infiltrated the Tower and revealed herself to actually be Platinum, a creation of Magnus. She neutralized Batman then revived Magnus with organic nanites. Magnus revealed how he accidentally killed the real Tina and decided to devote himself to changing the world for the better. He would unify the human race with his Nanite Bomb but needed a suitable power source. Magnus and his machines went to work to connect his Nanite Bomb to Superman's ship. Outside, Dr. Luthor boomed among the battle and quickly explained Magnus was the real threat but he couldn't boom past the Tower's shield. A.R.G.U.S., Wonder Woman, and Superman attacked the shield. Superman's assault caused enough of a shockwave that Batman freed himself from Tin. He powered the generator down and dropped the shield.

Superman entered and knocked three of the droids outside. Wonder Woman came to Batman's aid and fought Platinum while he confronted Magnus. After Batman admitted he only loved Magnus and Tina, he beat Magnus to a pulp and tried in vain to power down the bomb. Wonder Woman went with a low tech solution and stabbed the console with her sword. It worked but the ship's core became fatally destable. Superman returned to the Tower and pulled the ship into space, where it detonated. A week later, Superman proposed reforming the League and ending political ties and killing. They bid goodbye to Wonder Woman, who decided to return to her home to settle the problems of her past. Luthor returned the original files from Superman's ship and implored him to be a real hero and apply Kryptonian science to Earth. Wonder Woman left with Luthor through a Boom Tube. Batman and Superman went to work on their new "science project."
