Metropolis is a coastal city on the United States of America's eastern seaboard. Superman entered the Metropolis Central Station and incinerated the Chaos Society from completing its killing spree. Survivors ran out the station, followed by Superman who told crowds of reporters it was safe again. He met Lois Lane for the first time and was questioned where he got the right to act as judge, jury, and executioner. Following the battle in Pripyat between Imperiex and the combined might of Superman, Batman, and Wonder Woman, the Justice League was formed. A.R.G.U.S., a newly formed government agency led by Colonel Steve Trevor, built the League's headquarters in Metropolis. It was named the Tower of Justice. Protestors lined up outside the tower. Crowds declined as the days went on.

A government countermeasure named Brainiac ran away from his post and devastated part of the city near Weisinger Square with powers he did not know how to control. Civil Defense Corps called for an evacuation of the city while military sent troops into the square and the government maintained an information blackout. Dr. Sivana advised President Waller to destroy Brainiac with a nuclear warhead with a 20 kilo ton payload, sacrificing Metropolis and its citizens or lose the eastern seaboard. And she had 10 minutes until Brainiac became too powerful to be stopped. Waller ordered the strike but Superman convinced the stealth bomber pilot charged with firing the warhead to give him five minutes. Superman flew to Brainiac and tried to talk him through turning his powers off. Brainiac was unable to and asked Superman to end it. Brainiac's maelstrom dissipated once Superman killed Brainiac with his heat vision.

The Justice League discovered the location of terrorists, who stole President Waller's files, was in a bunker under the Kasnian embassy. Steve Trevor warned them not to make a move until he got there but the terrorists opened fire on the League. In another room, Livewire urged her men to send the stolen files but the League forced their way in and stopped them. At least 50 were killed in the raid. That night, Dr. Silas Stone and his son Victor were attacked and murdered by Will Magnus' Superdroid in their lab. The next day, Superman examined the crime scene. The day after that, Superman extended an unprecendented invitation to Lois Lane to come to the Tower of Justice. She recognized the private tour as spin control in reaction to the murders of Victor Fries, Ray Palmer, and Silas Stone being connected to the League. Eventually all scientists connected to the government's Project Fair Play, a secret program to keep the League in check, were seemingly killed. President Waller ordered Fair Play to be activated and ordered Metropolis to be evacuated.

Steve Trevor led A.R.G.U.S. forces across the city and surrounded the Tower of Justice. Superman and Wonder Woman addressed Trevor outside but refused to give up the critically injured Magnus. Talks broke down and they battled while events unfolded in the Tower. Magnus was the mastermind behind the murders all along and wanted to get into the Tower to use Superman's ship to power his Nanite Bomb and unite the world in harmony. Dr. Luthor, presumed dead, suddenly boomed outside the Tower and explained what was really going on, directing everyone to attack the shield. Once Batman got free, he powered down the field. Superman attacked the three killer droids and knocked them out into the city where they eventually descended into subway station. The droids merged into one being and dominated Superman with its ability to teleport. Their battle leveled parts of the city. Superman gained the upper hand after burning out their Mother Boxes and thus, taking away their ability to teleport. Superman pummeled the droid deep below the city and held it under magma until it melted.

Batman and Wonder Woman, meanwhile, defeated Magnus and Platinum. Wonder Woman powered down the Nanite Bomb by plunging her sword into the console but the core of Superman's ship destabilized. With no other choice, Superman grabbed the ship and hauled it into space where it safely detonated. A week later, the clean up effort in Metropolis continued. Even Lois Lane adjusted her opinion of the Justice League.
