The Cheyenne Mountain Complex is a government doomsday bunker in Mount Weather, Virginia buried deep in two thousand feet of granite. In the aftermath of the battle in Pripyat against Imperiex, Superman, Batman, and Wonder Woman were flown to the Cheyenne Mountain Complex by the U.S. government. Colonel Steve Trevor theorized that - in the event their negotiations broke down, Superman, Batman, and Wonder Woman could be contained in the bunker. Superman, Batman, and Wonder Woman spoke with President Amanda Waller, Colonel Trevor, and Dr. Lex Luthor as A.R.G.U.S. soldiers stood armed and loaded. Waller asked aloud what the government should do with the trio. Wonder Woman replied they should thank the three of them for saving the world. Dr. Luthor countered the conflict would not have happened if Jackson Alpert didn't have access to their DNA and added the Forever People was their fault, too, as it was inevitable there would be attempts to match or surpass their powers. Superman found Luthor's claims absurd.

President Waller asked them if they considered how average people react to them flying around and acting like judge, jury, and executioner. If they should sit back and applaud them. Superman had enough but Batman interceded and admitted if he were still normal, he would want all three of them locked away at the bottom of the mountain. Superman insisted the people saw them as heroes. Waller turned on several monitors to a report from Lois Lane outside the White House. Protests against Superman, Wonder Woman, and Batman entered its fourth day. Lane told a story about her father, Sam, who traveled around the world and used his skills as a doctor to help those in war zones. She revealed he died in Mumbai during the battle between Superman and Bear, one of the Forever People, while giving aid. She implored viewers not to accept a world where hideous violence was the acceptable form of problem solving and concluded Superman, Batman, and Wonder Woman were not heroes or gods. They were monsters. Superman heard enough and asked what Waller was proposing. The Justice League was formed.
