Project Fair Play was a U.S. government program developed by Dr. Lex Luthor in case the human race needed to neutralize the Justice League. At its core, the project was a means to destroy Superman should the need arise. Michael Holt was part of the project from the beginning, hired half of the prominent scientists involved, and named it "Fair Play." Thaddeus Sivana, Will and Tina Magnus, Emil Hamilton, John Henry Irons, Karen Beecher, Stephen Shin, Pat Dugan, Kimiyo Hoshi, T.O. Morrow, Silas Stone, Ray Palmer, and Victor Fries all worked on the project. Secrecy was the upmost concern. Communication between the principal project directors and scientists was only allowed through a specific encrypted government channel determined by the National Security Association in conjunction with the President's top intelligence advisors led by Defense Department liaison General Steve Trevor. These communication channels entailed the use of ocular identification, PINs, and a touch-sensitive fob of random generated access codes activated by their individual thumbprints. They were then given complete access to S.T.A.R. Labs files KRP-GOV 1500009 through 1502076.

The project yielded guns that fired a laser that could mimic a red sun's radiation, like Krypton's sun. The project worked and the government had a means to kill Superman. Years later, Project Fair Play was finally activated when Will Magnus framed the Justice League for the murders of several prominent scientists. After Palmer, Stone, and Fries were killed, Batman discovered the name "Project Fair Play" in one of Stone's emails and noticed the names of scientists cc'ed. When Batman asked Magnus about it, he insisted there was nothing to know about the project. Soon, the remaining scientists except Luthor met at Beecher's country mansion to figure out what to do next. Irons even proposed they go public since the government wasn't even protecting them. Batman, Superman, and Wonder Woman failed to stop Magnus' droids from murdering the scientists. President Waller ordered Metropolis to be evacuated.
