Lew Moxon was the head of organized crime in Gotham City in recent times. Moxon was responsible for corruption, death, and degradation on a horrifying scale. Moxon evaded arrest for years and lived above the law. During a meeting of all crime families, Moxon accused his oldest and dearest friend Rupert Thorne of betraying him by skimming prostitution profits. Thorne shot himself in the head.
Moxon adjourned to another room for dinner but Batman was waiting. Batman easily killed everyone until only Moxon and his top lieutenant Joe Chill was left. Moxon admitted he was impressed and offered Batman a role in his organization. Batman killed Chill then Moxon. Batman, as Kirk Langstrom, attended Moxon's funeral to study criminal associates but found himself fixated on the only true grief present, that of Moxon's wife, Angela, and son, Jeremy. Knowing Moxon was a monster, Langstrom still felt ashamed upon observing their anguish. He began to obsess over how they could have loved him. Soon, a battle of who would succeed Moxon was waged by Jeremy Moxon and an undead Joe Chill. Batman realized he was being deceived by Jeremy the entire time they were friends and killed him.
