Joe Chill was born with a genetic disorder and doctors estimated he would not live past thirty. Chill grew up to become a psychopath, killing many in the name of his boss, crime lord Lew Moxon. Chill resented Moxon and being "owned" by his boss. Chill planned on taking Moxon out and succeeding him as the undisputed crime lord. Batman later disrupted a meeting of Gotham's crime families. He snapped Chill's wrist, bit him in the chest and left him for dead. Chill was buried but it turned out the very disease that plagued Chill allowed his body to absorb Batman's antibodies into his own system. Weeks later, Chill rose from his grave as an undead abomination. Weeks later, Chill formed his own organization and called himself "The Sovereign," imagining himself the equivalent of a medieval monarch uniting Moxon's fragmented "kingdom" under his command. It came down to a war against Jeremy Moxon, Lew's son, over the entire organization. Chill had Lew's wife, Angela, killed as a message. Batman was manipulated by Jeremy into sending a message back.

Weeks later, Batman stormed the Sovereign's home and discovered he was Chill. Batman shot at Chill but discovered bullets didn't do any harm. He thanked Batman for murdering him and Moxon then slammed Batman. Batman realized Chill was stronger and faster than him. Chill declared he was going to feed on Batman then go after Jeremy Moxon. Batman refused to let any harm come to his friend and chopped Chill to pieces with an axe. For weeks, Batman studied Chill's physiology and discovered how Chill cheated death. He realized Chill might hold the key to a cure of his vampirism but abandoned the goal upon learning Jeremy Moxon was the other crime lord in contention of rule over Gotham's underworld.
