Brainiac was a countermeasure devised by the government as a check against Superman. In a child-like form, Brainiac did not know who he was. Afraid, he ran away. At some point, he lost his left arm and ended up in Metropolis' Weisinger Square. Brainiac's powers went out of control and increased exponentially. In minutes, Metropolis and the entire eastern seaboard would be destroyed. Civil Defense Corps ordered a complete evacuation of the city as military troops were dispatched. Dr. Sivana, one of the scientists involved in Brainiac's creation, advised President Waller to sacrifice Metropolis and destroy Brainiac with a nuclear warhead. She had 10 minutes to execute the strike or the 20 kilo ton payload would have no affect. Unable to get ahold of Superman, Waller ordered the strike.
Superman was able to reach the pilot and get a five minute reprieve. He entered the city and found a giant red energy field at the epicenter. He entered the field and was surprised to find a weeping child. Brainiac insisted he didn't know who he was and he couldn't control his powers. He simply didn't know how to stop it. Superman offered to stop it for him. Brainiac understood what he meant and agreed to it. Superman clutched Brainiac's head and killed him with heat vision. Brainiac's powers dissipated and Superman laid his body down gently.
