The Hall of Doom is the Lex Luthor's hi-tech mobile laboratory. It is linked with a satellite surveillance system to detect the approach of Luthor's enemies, namely Superman, from a large radius. During an accident in the laboratory, the Bizarro Superman clone was created. Instead of destroying it, Luthor kept Bizarro as security for the Hall. After throwing in with the Joker, Luthor hid the Hall in Gotham City's Slaughter Swamp for good luck since that's where Solomon Grundy found a large sample of Kryptonite. Irritated with Joker's hideout, the Laff Factory, Luthor proposed all operations moved to the Hall of Doom. He then introduced Joker to an expansion of the Joker Gang, the Legion of Doom, and his Lexporter 2.0. From the Hall, the Joker began stealing famous landmarks from across the planet and depositing them around Gotham City. The Super Friends were dispatched to Gotham and began investigating. Luthor resorted to Plan B and began teleporting heroes into special containment tubes inside the Hall.

Aquaman, Hawkman, and Batman converged on Slaughter Swamp and fought Solomon Grundy and the Penguin. After the two villains were defeated, the Hall of Doom rose from the swamp and the Lexporter blasted the trio. With all heroes captured, the Legion planned to teleport them into the molten center of an active volcano but Cyborg and Robin busted into the Hall. During the chaos, the Super Friends were freed and they made short work of the Legion. Luthor emerged in a giant mechanical suit containing Kryptonite. Batman fought him in his Batbot but was defeated. The Super Friends charged and took down Luthor but Joker returned to the Lexporter. Luthor unleashed his Lexporter at the same time and caused both he and Joker to be merged into one body.
