The Panopticon is the secret lunar headquarters of the Crime Syndicate. From the Moon, the Syndicate can easily monitor and control the people of Earth and conduct meetings among the family heads. An artificial gravity generator simulates Earth's gravity. The name of the base draws from a type of prison building designed by Jeremy Bentham, an 18th century philosopher and social theorist. The concept centered around the ability to allow one to observe prisoners without their knowledge and create an atmosphere of omniscience. Thus, this podular design would allow its users to attain a new way to obtain power of mind over others.
United States President, Slade Wilson eventually discovered the location of the Panopticon and would bomb it as a measure of last resort. In recent times, Owlman began Project Damocles and oversaw construction of the Quantum Eigenstate Device on the base. On route with the Justice League, Alexander Luthor used a Multi-frequency band encryption analyzer replicator pack to open the Panopticon's hangar bay and gain them access. The Justice League and Crime Syndicate fought a grand battle but Owlman soon dealed his trump card and teleported to Earth Prime with the QED. Utilizing Johnny Quick to vibrate at the right speed, Batman used a Transit Device to follow and defeat Owlman. After returning, the remaining heads of the Syndicate were ready to fight again. President Wilson and several U.S. Marine Corps invaded and threatened them with nuclear warheads. The villains hesitated but surrendered.
