The Watchtower is the official headquarters of the Justice League. Batman funded, designed, and constructed the Watchtower. Most likely, the tower was a line item hidden in the WayneTech Research & Development budget. It was launched into geosynchronous orbit around Earth and remains stable due to a series of thrusters. At least one member would be present in the tower to monitor for alien incursion and planetary activity. A multiphasic monitoring system could pick up any broadcast signal from Earth, as well. The tower, for the most part, is fully automated. As far as what's been observed, the Watchtower contains a Teleporter Room, Meeting Room, and Hangar Bay.

Actual construction was performed by members of the League and several robots. After conducting a test run using the Flash, Batman proclaimed the teleporter online. Construction was disrupted by the sudden appearance of a second Lex Luthor. After listening to his story, the League decided if they would aid him. Meanwhile, Luthor secretly hid the Quantum Trigger amid dormant technology. While five out the six left with him, Batman stayed behind to oversee completion of the Watchtower. Likewise, on a parallel Earth, Alexander Luthor's Justice League also has a Watchtower of their own. A floating fortress hovers above a major American city. During Luthor's visit to another Earth, Owlman and Superwoman led a crack team of Made Men to infiltrate his Watchtower and find the stolen Quantum Trigger. Instead, Owlman discovered data on the Multiverse. After Luthor and the League teleported in, a fight soon followed.

A short time later, the alarm system alerted Batman to a possible incursion. Upon investigating, he discovered Superwoman, Captain Super, Uncle Super, and Captain Super, Jr. He held his own in a constuction suit but was thrown into the teleporter room. Batman quickly teleported new allies to aid him. As Aquaman, Red Tornado, Black Lightning, Firestorm, and Black Canary dealt with the Made Men, Batman followed Superwoman. In order to take down Uncle Super, Black Lightning drained most of the tower's power to electrocute Super into submission. The back up power system went online in an instant.

Upon their return, the Watchtower was complete, the Flash discovered Wonder Woman kept Owlman's Invisible Jet, and Batman introduced the team to, perhaps the first of, new recruits.
