During a meeting of the family heads, the Crime Syndicate approved of Project Damocles with a five out of six vote. Owlman began construction of the Quantum Eigenstate Device in the Panopticon on the Moon. Once completed, it would give the Syndicate access to life-and-death power. They would no longer have to bribe government officials nor live in fear of nuclear response. Once armed with the Quantum Trigger, the QED's Heisenberg Uncertainty Override would allow them to tap into a limitless pool of destructive energy. Due to its name, it appears to be through complex, hyper chemical reactions. The Crime Syndicate would completely take over the planet. Owlman secretly had no intention of this and planned to destroy the human race which he believed were a cancer to the planet.
After reviewing Alexander Luthor's research about the Multiverse, Owlman extended his agenda to instead blow up Earth Prime and thus, all reality. He sent Superwoman to a parallel Earth to locate the Trigger while the rest of the Syndicate completed the QED. On Earth Prime, Owlman was confronted by Batman who managed to transport the QED and the villain to a frozen Earth. Rather than abort the sequence, Owlman allowed the QED to explode, killing him and destroying the planet.
