Hamilton Hill was one of the latest mayors of Gotham City. When Scarface threatened Gotham City with 50 pounds of CX-8000 explosives, Gordon tried to negotiate. Bullock was present in Commissioner Gordon's office. Mayor Hill refused to negotiate with a puppet. Bullock told him to cool it on account it wasn't the Muppet Show. Upon returning to their penthouse after another city benefit, Hill's wife, Maureen, expressed her dismay over the rubbery chicken dinner and wished there would be a fillet every now and then. He quickly agreed with her. She joked she was going to start growing feathers and realized she didn't even know what the reason for the benefit was. She did recall there was a dedication for the new City Hall next week. Hill reminded her there were a lot of people to thank. She thanked God it was over and went to the bathroom to change. She let him know he left the sliding door open again. Hill didn't think he did but the door was wide open. She teased him, asking where his mind was lately and added even their son Hamilton Hill, Junior was noticing. She soon heard a scuffle and left the bathroom. She looked on in horror as a Talon murdered Hill.

Summer Gleeson commented he was a crusading mayor, civic leader, and devoted father who was one of the brightest souls of Gotham whose family dated back to the founding of the city itself. It was rumored the City Council wanted Junior to serve out his term and alternatively that Junior immediately lobbied City Council to replace his father. In reality, Hamilton Hill learned the Court of Owls truly existed from a journal he stole from General Vreeland's collection some time ago. He learned his family were members and sought to rebuild the Court with his family fortune. He believed it was his destiny to reclaim the family legacy and rule over Gotham City. After his staged death, he was brought back to life with a modified version of the Court of Owl's regenerative formula that allowed him to keep his mind and independence even as it bestowed eternal life. The old City Hall became his base of operations.

Talon returned with the requested equipment, including a gastric pump. Hill, in his Owl guise, waited for him outside and noted he was late. The Talon assured him he had everything and no one followed him. He was pleased but hoped the theft of General Vreeland's Court of Owls collection would put an end to any evidence of the Court's existence. As they walked down a set of stairs, Hill voice his concern about Deadman since he was an unexpected variable. Talon didn't anticipate a problem since it caused Deadman pain to touch him. Hill decided to partially reanimate a few more Talon corpses that he kept stored under City Hall. He observed his own funeral from afar but Bruce Wayne noticed three figures and sent Deadman to investigate. Hill, dressed as an Owl, was shocked there really was a ghost and sicced three zombie Talons on him. He fled the cemetery just as Batman arrived.

Junior was brought to him at the old City Hall. Hill revealed his youthful appearance and shared what he learned from the Talon manual, going on a rant it that as the scion of a founding family, it was his destiny reclaim his legacy and rule Gotham City, not to be just a civil servant. Junior found it crazy and chalked it up to just another private club. He cited it was those clubs where he spent his time rather than with his family but admitted the faked death and funeral act were impressive. The Talon wanted to kill him for his contempt for the Court but Hill ordered him to be released. Junior tried to convince him it was all wrong. Hill pointed out he knew Junior was embezzling the family fortune and demanded it back in order to rebuild the Court. If Junior complied, he would gain authority and immortality at his side but if he refused, he would die. Batman and Deadman sneaked onto a giant owl statue from an entrance in the ceiling. Batman declared only Hill's insane dream would die that night.

Suddenly, an army of zombie Talons entered the room. Hill ordered the Talons to rip them all to pieces. Batman produced the Freeze Gun and started freezing several zombies. Hill refused to surrender. He instead chose to die and set off the charges in the hall that were to be used for its demolition in the following week. Batman fired his grappling gun and fled with the Deadman-possessed Junior. Junior only told the police that Batman saved him from his father's killer.
