Maureen Hill is the wife of Mayor Hamilton Hill. Upon returning to their penthouse after another city benefit, she expressed her dismay over the rubbery chicken dinner and wished there would be a fillet every now and then. He quickly agreed with her. She joked she was going to start growing feathers and realized she didn't even know what the reason for the benefit was. She did recall there was a dedication for the new City Hall next week. Hill reminded her there were a lot of people to thank. She thanked God it was over and went to the bathroom to change. She let him know he left the sliding door open again. Hill didn't think he did but the door was wide open. She teased him, asking where his mind was lately and added even their son Hamilton Hill, Junior was noticing. She soon heard a scuffle and left the bathroom. She looked on in horror as a Talon murdered Hill. Some time later, she gave her statement to Commissioner Gordon while Junior comforted her and the coroners took Hill's body away. Gordon asked her what the intruder looked like.

Maureen Hill described the Talon as a hideous creature like Batman except with big eyes like an owl's. She remembered the terrible claws slashing and slashing. She realized they still had to break the news to her youngest son, Jordan. Junior told her to rest and he would drive up to the school the next night to pick him up and tell him. Gordon tried to ask her one more thing but Junior cut him off and exclaimed the police and their "strongman" were supposed to be stopping these maniacs. Junior led Maureen away. She was later interviewed by Summer Gleeson alongside Jordan Hill and commented they had such a wonderful life together. She attended her husband's funeral but a tension between her and Junior was obvious. That night, she confronted him about embezzling the family fortune. She boasted she was one of Gotham's best kept secrets, Hill never made a decision without her guidance, and she wasn't merely the power behind the throne, she was the throne. She thought his attempt to keep her in the dark about his scheme was truly laughable.

Junior claimed he was just his father's lawyer and was acting on his wishes. He explained his father was making investments towards his and her retirement but they had to move quickly because the partners needed matching funds. She did not believe it because he never had an original idea in his life. He suggested his father kept it a secret because he wanted to make a decision on his own for once without his harridan wife breathing down his neck. She cut to the chase and pointed out his signature was on all the money transfers and he had the power to reverse them. She wanted all the funds back in the original accounts by the time the banks closed the next day or else she would report the embezzlement to the press.
