Hamilton Hill, Junior is the oldest son of Hamilton and Maureen Hill. He is an attorney. Lately, even Junior noticed his father was preoccupied and forgetful. After the assassination of Mayor Hill, Maureen Hill gave her statement to Commissioner Gordon while Junior comforted her and the coroners took Hill's body away. Gordon asked her what the intruder looked like. She described the Talon as a hideous creature like Batman except with big eyes like an owl's. She remembered the terrible claws slashing and slashing then realized they still had to break the news to her youngest son, Jordan. Junior told her to rest and he would drive up to the school the next night to pick him up and tell him. Gordon tried to ask her one more thing but Junior cut him off, aghast because of the state she was in, and exclaimed the police and their "strongman" were supposed to be stopping these maniacs. Junior led Maureen away and stated his father gave his life to the city and didn't deserve a bloody tabloid death.

Summer Gleeson later interviewed him, asking about rumors the City Council wanted him to finish out his father's term. Junior commented it was too early to consider that but if that was what the people of Gotham City wanted, he would be hard-pressed to decline. It was also rumored he immediately lobbied the City Council to replace his father upon his death. At the funeral, there was an obvious tension between Junior and his mother. That night, she confronted him about embezzling the family fortune. She boasted she was one of Gotham's best kept secrets, Hill never made a decision without her guidance, and she wasn't merely the power behind the throne, she was the throne. She thought his attempt to keep her in the dark about his scheme was truly laughable. Junior claimed he was just his father's lawyer and was acting on his wishes. He explained his father was making investments towards his and her retirement but they had to move quickly because the partners needed matching funds. She did not believe it because he never had an original idea in his life.

Junior suggested his father kept it a secret because he wanted to make a decision on his own for once without his harridan wife breathing down his neck. She cut to the chase and pointed out his signature was on all the money transfers and he had the power to reverse them. She wanted all the funds back in the original accounts by the time the banks closed the next day or else she would report the embezzlement to the press. After she left, Junior already began to plan to keep her mouth shut. However, he was not alone in his office. With the help of a zombie Talon, the Talon kidnapped Junior and brought him to the old City Hall. He learned his father cheated death and was attempting to revive the Court. Hill revealed what he learned from the Talon manual he stole from General Vreeland's collection and stated as the scion of a founding family, it was his destiny and legacy to rule Gotham City not to be a civil servant. Junior found it crazy and chalked it up to just another private club then pointed out that's where he spent all his time instead of with his family. He admitted he was impressed by the faked death and funeral act.

The Talon wanted to kill him for his contempt for the Court but Hill ordered him to be released. Junior tried to convince him it was all wrong. Hill pointed out he knew Junior was embezzling the family fortune and demanded it back in order to rebuild the Court. If Junior complied, he would gain authority and immortality at his side but if he refused, he would die. Batman and Deadman intervened. Deadman possessed Junior and fought the zombies. He was impressed Junior could hold his own. Hill refused to surrender and opted to detonate the charges and take everyone down with him in the collapse. Batman fired his grappling gun and fled City Hall just in time with the Deadman-possessed Junior. He was left to paramedics and only told the police that Batman saved him from the man who killed his father. Batman deduced he still wanted to be mayor and tarnishing the family reputation would jeopardize that.

Hamilton Hill, Junior awared Detective Renee Montoya with a commendation for her part in busting a drug lab at the old Gotham Steel Yard. He cited his late father loved nothing more than bestowing police commendations and it was a privilege to present the honor in his place. He added there was no one more deserving. Junior was perplexed by the increasing popularity of his political opponent Emerson Mayfield and called Dick Grayson, his old pledge brother, to his office. Grayson already deduced he wanted something. Junior was still confident he would win the election and become mayor officially but wanted some insurance, namely an endorsement from Bruce Wayne. Grayson cautioned him Wayne didn't do endorsements. Junior didn't see a problem since he already got a campaign donation from him and Grayson was his son. Grayson clarified he was his ward. Junior didn't want to split hairs and asked him again. Batman wasn't going to turn Bruce Wayne into a kingmaker. During Mayfield's Iceberg Lounge rally, Wayne accidentally told reporters he found Mayfield extraordinary. Junior called Wayne's phone but he turned it off.

On Election Day morning, Junior trying calling in vain then went to Wayne Manor and refused to leave until Bruce Wayne saw him. He was livid about Wayne's endorsement of Emerson Mayfield. Wayne downplayed it and claimed he was just being polite. Junior presented that day's Gotham Globe and pointed to the headline of "Mayfield's Man." Wayne asked him what he could do since people were already voting. Junior asked him to endorse him at a press conference and revealed he already notified the press then pointed out he was neck-and-neck with Mayfield thanks to him. Tim Drake interrupted them and announced there was something on TV they needed to see. Barbara Gordon told Summer Gleeson, in an interview, that she was recruited by Junior to infiltrate and sabotage Mayfield's campaign. She added Mayfield was a kind and generous man while Junior was out for himself and power then claimed Junior had her steal from the police department's classified files. Junior was naturally shocked. He told Wayne he hardly knew the girl and all of what she said was a lie.

Wayne asked Junior if he still wanted to do the public endorsement. Junior was livid and knew the press would crucify him. He slipped out after Alfred Pennyworth offered him a cup of tea to go. Fortunately for Junior, voters already made up by their minds by the time of the scandal and he won with 58 percent of the vote. Barbara Gordon, free of Mad Hatter's control, went to Summer Gleeson with the truth of what happened to her. Junior was met with the full support of city council and Bruce Wayne gave his endorsement.
