Colonel Haslett led a U.S. Army Special Forces team in Gardez, Afghanistan but they were ambushed. While she called in for cover fire, she was clipped in the right shoulder. She ordered Captain Finley to leave her but he pretended it was too loud to hear her because of the gunfire. He took her over his shoulders and ran to a building. Finley visited her in the army hospital some time later and asked if she was well enough to begin his court martial. She joked he should be a comedian for the USO. Talking frankly, she thanked him for saving her life. Finley admitted he wished he could have done more for her and all the troops that didn't make it. They were approached by Professor Hugo Strange. She recalled hearing about an army shrink going around pushing some new hyperwarrior theories. Strange stated he worked in facts and the facts stated she and Finley were excellent candidates for his program.

Strange promised they would have their strength increased a hundred fold and become, in effect, invulnerable. Haslett did not believe Strange. Strange spoke of world where no soldier has to suffer or get left behind, a world with no war or crime. Finley was intrigued. Soon after she joined, the program was aborted. Five years later, she was stationed at Camp Finger in Gotham City. She was the military overseer of a joint project between WayneTech and the military that was in the testing phase of a prototype battle suit that augmented its wearer's strength, agility, and durability. Joker burst into Strange's office at Camp Finger and requested use of the Psi-Ber Helmet but Strange refused. Joker was crestfallen then ordered Straightman to break Strange's assistant Gretchen Gallway's neck on the count of three. Colonel Haslett intervened and ordered him to stand down. Straightman recognized her and released Gallway. Joker stated he was the one that gave orders then took a right cross from Haslett. Joker ordered him to kill everyone.

Strange desperately asked Haslett to do something. Haslett ordered Straightman to snap out of it. Straightman couldn't think and ran through the wall into the city. Joker was aghast and shouted he worked solo better anyway. He unleashed his Joker Toxin then fled the base, too. Haslett warned the military police. Later in the day, Haslett finished a set on the bench press and discovered Batman was in the room with her. He alluded to hearing about Joker's visit. She asked what he wanted. He wanted to find Carl Finley before Joker did but he needed information like how Finley became Straightman in the first place. Haslett stated she followed protocol and refused to discuss military matters with a freak show. She advised him to leave before she threw him out. Batman observed she was lifting 400 pounds and remarked it was impressive for someone who just started the Army's super-soldier program right before it was aborted. He mused she could be wearing something to make her stronger, thinking she stole the prototype battle suit from its test site since she had top-level access. Haslett ordered him to keeps his hands off her.

Professor Strange entered the room and revealed he informed the military police already. Batman mused Strange's involvement in the program was why it had gone to hell. Strange pointed out how quickly he went to personal attacks because he was a classic case of Oppositional Defiant Disorder. Batman warned him the Joker never quit until he got what he wanted. The military police arrived but Batman was already gone. Professor Strange, Nurse Gallway, Colonel Haslett, Commissioner Gordon, Batman, and Robin went over the military transport used for the Psi-Ber Helmet. Haslett found the sight of the dead Jokerized men monstrous. Strange misinterpreted her and agreed it was a tragedy his greatest invention was stolen by a madman. Haslett blamed the fiasco on Strange. Strange was quick to point out it was Joker's doing. Gallway agreed Strange could hardly be blamed. Haslett took offense to her words when Gallway herself stole her identity to steal the WayneTech prototype suit to pursue Carl Finley unsanctioned. She mused Gallway should be in jail. Strange believed Gallway could be useful in manipulating Finley since they had a rapport. Batman and Robin managed to capture him.

At Camp Finger, Haslett informed everyone Joker was breaching the south entrance. Dressed as a general, Joker commanded the brainwashed Task Force X to attack soldiers. They took a tank. He used it to blow a hole in the side of the main building. Haslett had enough and pulled her handgun. Joker signaled Deadshot who shot her right shoulder. Batgirl, Robin, and Haslett took cover behind a giant satellite dish. Haslett implored them to leave her. Robin saw Deadshot with a bazooka. Batman swung and and kicked Deadshot. The bazooka went off and the explosion took out Muscle and Boomerang. Robin warned Batman Katana was behind him. Harley fired a tranquilizer dart into Katana's neck. Haslett made her way to Finley's room and got him to stop slamming Joker around by telling him "At ease." Harley Quinn was bummed and remarked she was enjoying the show.
