Detective Bullock was present in Commissioner Gordon's office when Scarface threatened to blow up the city with 50 pounds of CX-8000. Mayor Hill refused to negotiate with a puppet. Bullock told him to cool it on account it wasn't the Muppet Show. After Batman secured the Ventriloquist, Bullock interrogated him at GCPD headquarters. Bullock told Wesker he didn't want to be messed with and demanded to location of the other 50 pounds of CX-8000. Wesker insisted Scarface only told his henchman Sluggsy where to hide it. Bullock wasn't buying the dual personality act and grabbed him by the shirt. Wesker admitted Scarface made him wear earplugs when he told Sluggsy where to hide the explosives. Renee Montoya entered the room and revealed none of Scarface's gang survived but the doll was found. Bullock took Scarface out and made Wesker take it so they could get answers. Scarface assumed Wesker was snitching on him and clocked Bullock then smacked Wesker around. Batman removed Scarface and the interrogation ended. Bullock attended Mayor Hill's funeral.

Detective Bullock and Montoya interrogated Jazzman after he was recaptured by Batgirl and Batman. Bullock refused to let him walk for his files on Black Mask. Batman noticed he was trying to cover up the tattoo on his neck and slammed his head on the table. They discovered a microdot embedded on his neck and realized he was carrying the files in plain sight the whole time. Bullock ordered an officer, unaware she was really Huntress, to escort Jazzman to a cell while he awaited transfer back to Stonegate Penitentiary. Bullock took part in a takedown of a drug lab in the old Gotham Steel Yard. Montoya, the lead, went over the plan with the officers and made sure Bullock knew his part was to come in from the west side of the building. Luckily, before the Muscle could take out Montoya, Bullock spotted him. He opened fire and yelled out there was a shooter. At a ceremony awarding Montoya with a commendation for the bust, Bullock helped himself to an entire cake much to the annoyance of a caterer.

Bullock and several officers investigated a commotion outside police headquarters and discovered Batman fighting Errol Flynn. Naturally, they were confused. Bullock even cited "Good Night, Nurse!" but "Flynn" ran off. Batman noticed muddy footprints. Bullock yelled they weren't paying for the wrecked Batsignal projector. Batman quipped he would send them a new one. On Election Day, after the scandal broke out with Barbara Gordon claiming Hamilton Hill Jr. sent her to sabotage Mayfield's campaign, Bullock tried to look on the bright side. He told Commissioner Gordon that she looked good on television. On the night of March 28, Bullock was among the police who breached the warehouse Muscle ran off to when his police escort was attacked by men hired to help stage his death. After Cassie Kendall was kidnapped, Bullock interrogated Harley Quinn. He found her claims she and Kendall were friends hard to believe.

After months of no crime, Montoya and Bullock drove around on a routine patrol. Bullock asked where their next stop was, Gotham Grinders or Donut King. She got snarky and asked if he remembered arresting lawbreakers. Bullock took current events as proof they were doing their jobs. He pointed out all big bads were in Arkham Asylum, the major mob bosses were lying low or went missing in action, and even the small-timers vanished. Montoya suggested Batman had something to do with the crime drop. Bullock speculated he hung up his cape and went to Tahiti or someplace. Catwoman climbed out a manhole and jumped on their patrol car's hood, trying to tell them something. They were startled and she went flying backwards only to be grabbed by a Talon. Montoya and Bullock searched for her in vain.
