In the early 1700s, Gotham City was incorporated. During the construction of Gotham City Hall, a secret society of power brokers called the Court of Owls was formed. The Marches, Mayfields, and Hills, three founding families, were members of the Court. For generations, they were the masters of Gotham and enforced their will with an army of assassins called Talons that numbered in the hundreds. Around the mid-20th century, the Court was seemingly no more. In approximately 1698-1700, the area was formerly declared Gotham City.
