Arkham Asylum for the Criminally Insane houses the legally declared criminal insane of Gotham City. After the appearance of Batman, Arkham also became the favored institution for super villains to carry out their sentence. Amid the approach of the holiday season's first big winter storm, Arnold Wesker was discharged by Dr. Leland after he successfully rehabilitated due to him putting a lot of work into his therapy. Leland told him he only himself to thank and he was an inspiration. Wesker admitted he couldn't hear Scarface's voice anymore nor had any dreams about him like he never existed. He asked if he was gone for good and he didn't have to worry anymore. Leland told him Scarface was a thing of the past and all he had to remember was his mantra, meditation and medication.

In Christmas Eve, the Straightman stormed Arkham Asylum. He bashed a huge steel door off its frame and shrugged off bullets as he took out the security team. He made a beeline to a storage room containing weapons confiscated from costumed criminals. Straightman only stole the Scarface doll then left the asylum. Dr. Leland went over security footage with Batman and Robin at Arkham. She founds Straightman's origins as a government super soldier experiment subservient to the Joker horrible. Batman agreed but was concerned why he broke in. Robin speculated it was for one of Joker's toys. Leland informed them he only took the Scarface doll.

Batman suspected Clayface attacked him on the roof of Gotham City Police Department headquarters in the guise of Errol Flynn. The next night, he went to Arkham Asylum where he was supposed to be incarcerated. The chief of security, Officer Hanson, claimed Matt Hagen was a model inmate and no one escaped in months. Batman still wanted to see Clayface. Clayface feigned surprise at a visit from his most "persistent fan." He morphed his head into Riddler and teasingly asked to what he owed the honor then to Two-Face and claimed there were malefactors in Arkham twice as dangerous as him. He shifted to the Ventriloquist & Scarface and claimed he was meek as a lamb and a regular cream puff. He shifted to Harley Quinn and mused Batman was bored. He shifted to Joker and invited him in for some laughs. Batman pounded the glass and taunted him about hamming it up as Flynn. Clayface told him to spare him the Rotten Tomatoes review and claimed he was in his cell since their last fight months ago. Hanson vouched for that.

Batman asked for the security recordings from the previous night. Clayface told him he was wasting his time. Batman taunted him, mentioning seeing him shield his face from the water erupting out of a hydrant and the muddy footprints left on scene. Batman returned after a second encounter with Clayface and yanked Hanson off his chair. He demanded to know what he was thinking letting Clayface out to attack him. Hanson had no idea what he was talking about and pointed to the monitor. The feed of Clayface's cell showed it was empty but Hanson claimed he was seeing Clayface. Joker was intrigued and started to watch rather than sit through another episode of "Law and Order." Batman took Hanson's earphone away and Hanson no longer saw Clayface in his cell. Robin put it on and saw Clayface attacking Batman from behind. He threw out three Batarangs but luckily, they missed Dr. Leland. Batman grabbed Robin and removed the earphone. They retired to Leland's office. Despite being confidential, Batman went through Mad Hatter's file.

Leland suspected Clayface wasn't working alone. Batman noted Hatter was released four months ago for good behavior. He found the doctor's diagnosis laughably premature. Leland stated she didn't sign off on it. Batman showed her the file and it proved she did. She had no recollection of it. Batman warned her not to put anything on her head until things were dealt with. Spies at Arkham tipped Mayfield off about Batman. He and Hatter relocated from the former's estate to Arkham Asylum. The staff was compromised with Hatter's technology and inmates were freed. Hatter promised Mayfield would turn Gotham into a wonderland for criminals if he was voted into office. Mayfield promised his first act as mayor would be to close down Arkham and give them all pardons if they killed Batman for him. Riddler was skeptical he would keep his promise. Two-Face did not think it mattered, and they should take over by force. Mayfield commended him on being the brightest light during his first administration. Scarecrow liked the idea of ruling by fear. Mayfield asked the Joker if he would join in.

The Joker, still in his patient garb, found politics boring and predictable. He hit a soda machine, drank a Soder, stated he stabbed someone face to face so he could laugh at his victims, and went back to his cell. Batman and Robin burst in through the skylight. Two-Face went after Robin. Robin taunted him with his Puke-Face nickname and goaded Riddler. He leaped over Two-Face, who was inadvertently bashed by Riddler's cane. Hatter took a guard's gun and declared he refused to let Batman kill his dream for Gotham to be a Wonderland. Robin knocked Scarecrow over with Riddler's cane. Batman told Hatter he built a fantasy from a house of cards intricately designed but doomed to collapse. He knocked the gun away with a Batarang. They heard Joker's laughter. Batman went to him while Robin freed the guards. Joker was laughing over the election results and informed Mayfield he lost. Mayfield was shocked. Joker was tickled he used dirty tricks, a smear campaign, and mind control and still didn't win. He mockingly congratulated Mayfield, who he called "Mayor Mayhem."

Mayfield was infuriated and grabbed Joker by the neck spouting off Gotham was his, his legacy and his destiny. Batman came between them and the guards hauled Mayfield away while he blamed Batman. Joker called him a sore loser. He vowed he would see Batman dead. Joker mused politics were entertaining and thought about running for mayor next time. He was locked back up swiftly. Everyone was returned to their cells along with Mad Hatter and March Hare. Mayfield was remanded to Arkham for observation. After visiting Old Gotham Square on Christmas Eve, Freeze willingly surrendered and was returned to his cell. On Christmas, he received a present from Robin. A framed photo he took of Wonderland, the place Freeze loved to visit in his youth. Freeze placed the frame next to his snow globe.
