Real Identity: Dr. Jonathan Crane

Dr. Jonathan Crane was a former Psychology professor specializing in phobia at Gotham State University but was fired over his fear experiments. He plotted revenge as Scarecrow with his Fear Toxin but was defeated by Batman. One Halloween night, Scarecrow unleashed an inaudible signal designed to paralyze everyone in Gotham with fear while his henchmen, the Skeleton Crew, looted the city. Scarecrow and several of his men stormed the GNC building and took over a news studio occupied by Summer Gleeson. Scarecrow broke a glass window with his sickle and mockingly called out for Gotham to scream for him. Robin, then Jason Todd, could not resist and broke away from the silent attack plan. He swung in and kicked Scarecrow. Batman revealed he and his team were wearing signal blockers. Scarecrow went to his contingency plan and produced a jack-o-lantern filled with Fear Toxin. Robin kicked it out of his hand, mocked him for being stale, and punched him in the face.

Even after Scarecrow surrendered, Robin ripped his mask off then punched him out of the building. Batman fired his grapnel gun and snagged Scarecrow's left leg then pulled him back in. Batman admonished Robin but Robin played it off like it was nothing, one less oddball and a message sent to the other criminals in the city. Scarecrow's appearance changed to that of a hung corpse. Four years later, on Christmas Eve, Scarecrow attended Harley Quinn and Poison Ivy's Christmas party at the Iceberg Lounge. Almost a year later, on Election Day, Scarecrow was one of the inmates freed by Mad Hatter and Emerson Mayfield. Scarecrow liked the idea of criminals ruling the city by fear. He was later knocked out when Robin used Riddler's cane against him.

Scarecrow was later one of the criminals kidnapped by Ra's al Ghul's Talons and imprisoned for months until he was released by Catwoman. Scarecrow found the owl motif and living corpses so deliciously terrifying but was not in the mood to forgive his imprisonment. He slashed several Talons' heads off with his sickle. He was arrested by the police.
