Jervis Tetch was a lowly scientist working in Wayne Industries' Research and Development division who created a circuitry card able to control animal and human minds utilizing microchips and electrodes. After failing to manipulate an one-sided crush into loving him, Tetch became the Mad Hatter based on his love for "The Adventures of Alice in Wonderland" and often used his circuitry cards to control his henchmen and victims.

Mad Hatter and his Wonderland Gang, consisting of The Walrus, The Carpenter, The March Hare, and Tweedledum & Tweedledee, broke into a warehouse to steal new circuitry Hatter needed for his mind control devices. Batman and Robin happened upon intelligence about the heist. Since it was a school night, Batman sent Robin home and he went alone to confront Hatter and the Wonderland Gang. Red Hood observed from afar. Hatter ordered them to get Batman. Batman kicked Carpenter then backhanded Walrus' face with a crowbar. Batman could imagine Robin using a "Tusk-tusk" pun and figured he would have enjoyed the fight. Batman threw an electric Batarang at March Hare and electrocuted her. Tweedledum and Tweedledee rushed Batman in unison. Batman simply knocked their heads into each other. Mad Hatter attempted to gut Batman with a fork lift but he jumped atop the roof, quoting Red Queen from Alice in Wonderland. Hatter drove through the wall and plummeted outside. Police surrounded him. Mad Hatter attended Harley Quinn and Poison Ivy's Christmas party at the Iceberg Lounge. He played the piano when it was time to sing Christmas carols.

Arkham Asylum's staff was compromised with Mad Hatter's mind control technology. Under the hypnotic state, Dr. Leland signed off on his release for good behavior. Emerson Mayfield recruited the Mad Hatter to aid him in his run for mayor of Gotham City after the death of Hamilton Hill. Hatter constructed a device that sends out a signal that tampers down aggression in others, while imbuing them with a sense of euphoria. It was then concealed in Mayfield's cane and could be activated by his thumbprint. Close to the election, Barbara Gordon infiltrated the campaign as a volunteer and eventually investigated the off-limits strategy room. She discovered Hatter inside. Mayfield knocked her out by striking her head from behind with his cane. Hatter determined no damage was done to the cane but warned Mayfield it was hardly a blunt instrument. Gordon came to and asked what that cane was. Mayfield and Hatter obliged her and explained.

Hanbury returned to the room with tea. She overheard Mayfield talking about how his enhanced cane was a godsend for politicians. She quipped it would be good for comedians, too, and some people didn't see a difference between the two. She took off her disguise and started talking in her regular accent. She announced Hill Junior and Mayfield were in a dead heat in the polls. Barbara Gordon instantly recognized her. Hare pointed out she warned Mayfield not to hire her because she was a curtain twitcher and nothing but Barney. Mayfield asked Hatter for the American translation. Hatter summarized she said Gordon was trouble. He didn't disagree. Batman and Robin discovered Officer Hanson was wearing a company issue earphone that was making him think Clayface was in his cell the entire time, rather than seeing him slip in and out to make attempts on Batman's life. Batman went through Hatter's files and discovered Leland cleared Hatter four months ago.

Batman and Robin checked out the address on file and ran into a mind controlled elderly woman in a dilapidated building. She shot at them until her hat was removed. While under Hatter's mind control, Barbara Gordon told Summer Gleeson, in an interview, that she was recruited by Junior to infiltrate and sabotage Mayfield's campaign. She was supposed to then commit suicide by leaping off a building but Nightwing intervened. Spies at Arkham tipped Mayfield off about Batman. He and Hatter relocated from the former's estate to Arkham Asylum. Hatter promised Mayfield would turn Gotham into a wonderland for criminals if he was voted into office. Mayfield promised his first act as mayor would be to close down Arkham and give them all pardons if they killed Batman for him. After Batman and Robin arrived, Hatter took a guard's gun and declared he refused to let Batman kill his dream for Gotham to be a Wonderland. Batman told Hatter he built a fantasy from a house of cards intricately designed but doomed to collapse. He knocked the gun away with a Batarang. He was returned to his cell. Mad Hatter was later one of the criminals kidnapped by Ra's al Ghul's Talons and imprisoned for months until he was released and armed by Catwoman. Hatter noted he mainly stuck to his control cards. March Hare mused when in Rome. They shot several Talons. They were arrested by the police.
