Lyle Bolton is the former head of security for Arkham Asylum, fired for his inhumane treatment of the inmates. He fashioned himself as a vigilante named Lock-Up and attempted to get revenge on those responsible for the "soft policy" on crime in Gotham City. Batman and Robin intervened. During an encounter with Batgirl and the second Robin, Jason Todd, Lock-Up was buried under rubble after the latter yanked down a shoddy emergency stairwell onto him with a grapnel line. At some point, he became an assassin for the mob. He was hired by Esther Valestra to kill the Muscle on March 28. A trap was set up in the warehouse Muscle planned to meet up with his prison chaplain Reverend Justus Meadows. As planned, Muscle was caged. Meadows revealed he kept Muscle's guns unloaded as a precaution then asked Lock-Up to kill him after he left since he was still a man of peace. Muscle was enraged he was betrayed by Meadows. Meadows quoted Isaiah and told him those who trust in the Lord will find new strength.

Batman suddenly punched him out then addressed Lock-Up, hoping it felt good taking money from the criminals he once claimed to despise to mop things up for the mob. Lock-Up retorted he would feel a better after he finished off the two freaks before him. Batman threw out several gas balls and invited him to find them. Lock-Up's drones emerged from the smoke screen and attacked. Batman used exploding batarangs while Muscle looked for an exit. He found a cargo elevator. A drone snagged Batman in a constricting net. Lock-Up caught up and promptly attacked Batman. Muscle considered leaving but figured Batman would make for a good bargaining chip and hit Lock-Up's head with the butt of his gun. On the elevator, Muscle mused they were a couple of Super Friends now. Batman told him to shut up and get the laser out of the left compartment of his belt. Muscle asked what it was for, teasing Catwoman but Lock-Up caught up to them again. Batman implored him to cut the net. Muscle dropped it to fight Lock-Up. Batman reached for the laser and got free. Muscle took several punches and yelled at Batman to hurry up. Batman severed the elevator and Lock-Up plummeted with it. The police arrived soon after. Lock-Up was later one of the criminals kidnapped by Ra's al Ghul's Talons and imprisoned for months until he was released by Catwoman only to be arrested by the police.
