Ambrose Chapell is a high-powered business manager. Chapell had a clientele that was a who's who of racketeering: Sal Valestra, The Falcone Family, Rupert Thorne, and Mayor Emerson Mayfield. He hid Mayfield's slush funds and graft. Suffice to say, he kept the secrets of Gotham's underworld and knew where all the bodies were buried. Chapell met with Mayfield after the latter thought he trapped Batman at the old Gotham County Jail. Mayfield announced it would be business as usual again. Chapell was pleased and was about to update him on their offshore connections but Batman burst in through a window. Mayfield tried to claim he was with his accountant all night but watched as Chapell ran out of the room. Nearly 15 years later, the Mayor's Office went into flux in the wake of Hamilton Hill's death. Emerson Mayfield concluded the time was ripe for him to return to public office. To tie up loose ends, Mayfield reached out and was advised to hire an underworld fixer named The Muscle.
For $100,000, the Muscle beat Ambrose Chapell to death, stole some incriminating documents, and blew up Chapell's boat. One month later, Chapell's body and parts of his boat washed ashore at a landing. Commissioner Gordon suspected the boat was blown up but couldn't prove it was an accident or not. Batman and Robin were briefed at the crime scene.
