Black Mask is a high-ranking figure in the Gotham City underworld. Upon Jimmy "The Jazzman" Peak's release, he attempted to extort Black Mask as he had information that could take down his criminal empire. Batman shook down Black Mask to see if he knew Jazzman's current location. Batman disarmed a henchman as Black Mask pulled his hand gun. He thought Batman had some nerve breaking into his hideout. Batman just wanted Jazzman's location. Black Mask wanted to know that as well because he was being extorted and pointed out if he knew that, he wouldn't be present. Batman disarmed him and pinned a gatling gun under his neck. A second henchman approached. Batgirl disarmed him with a Batarang. Batman wasn't pleased with her presence and insisted he had things handled. Batgirl didn't think so. Batman pointed out there was a third hiding behind a door and he shouldn't be a problem. Black Mask believed he was actually the most dangerous man on his team, his lawyer Stanley Shangles.

At his behest, Shangles stepped out and greeted Batman. Black Mask threatened to sue Batman for the skirmish. Shangles advised against such choices in the heat of the moment but backed up his claim he had no idea where Jazzman was then added Jazzman contacted them, not the other way around. Mask decided to pay a million dollars for the files but Jazzman was turned over to the Gotham City Police Department by Batgirl and Batman. They discovered a microdot containing the files on the back of Jazzman's neck. Black Mask was one of several underworld figures who pooled their money to hire assassins to take out the Muscle before he testified against them. On the night of March 27, Black Mask, Penguin, and Rupert Thorne gathered at Esther Valestra's home to discuss the Muscle. Valestra presented pasta with her late father's secret sauce.

Mask had enough of the pleasantries and blamed her for making their collective problem even worse. Thorne agreed if the Muscle testified, they would be screwed. Penguin shared a rumor he heard that the Muscle was being moved to a safe house soon. Valestra revealed it would be the next night at 8:15 then boasted she knew everything going on at Stonegate Penitentiary. Mask asked what they were going to do. Valestra hinted she had the perfect guy to make sure he never made it to his destination. Lock-Up failed to kill the Muscle. Mask later went into hiding. In reality, he was one of the Gotham criminals kidnapped by Ra's al Ghul's Talons and imprisoned under the city for months. Esther Valestra became irate at the sight of Batman. Penguin tried to calm her down and pointed out Catwoman was with him and they may have misconstrued the situation. Black Mask demanded their release. Eventually a battle broke out when Ra's ordered the Talons to kill everyone. Catwoman released all the criminals. Rupert Thorne wanted a shot at Ra's but Two-Face pointed out it was Batman's mess to deal with. Black Mask left it to Two-Face to lead them out. The police later arrested them.
