An Earth similar to Earth 23 is one of many parallel universes that occupy the Multiverse. It features the Injustice Syndicate, a globally feared supervillain team. Compared to another universe such as Earth 23, the dominant force on this planet are the super villains. Also, those labeled as super villains on Earth 23 are super heroes on this Earth and vice versa. The Injustice Syndicate was formed by six super powered individuals: Owlman, Barracuda, Silver Cyclone, Blue Bowman, Rubber Man, Blaze, Dyna-Mite, and Scarlet Scarab. They named their headquarters the Eyrie of Evil and administered every aspect of organized crime, from protection rackets to political corruption.
As time went on, the Syndicate was unrivaled and did as they pleased. The citizens of the world lived under fear of constant danger. After finding no one else with powers, they set in motion plans for total world domination. Red Hood, the lone voice of good, led a ragtag team of heroes to stop them but were easily defeated. As a last ditch effort, Hood created a phase oscillator that would allow travel among parallel Earths. He sent a message to Earth 23 before the Syndicate stole the device. They planned to take over every Earth or destroy them but were defeated by Batman of Earth 23 and various other Batmen of the Multiverse. Thanks to them, this Earth would usher in a new age of peace and justice.
