The Penguin stole a Navy surplus submarine and fashioned it in the motif of the penguin. Accounting for his ability to give Batman the slip, the submarine is the Penguin's mobile base of operations. It was recently docked near Pier 4. Batman and Aquaman pursued him to the submarine where a final confrontation took place. With the Penguin defeated, the submarine was most likely confiscated by the Gotham City Police Department.
