None know the true identity nor origins of the Phantom Stranger. There is speculation that he is a fallen angel forced to patrol the Earth in order to atone for a great sin he committed. Others believe he is part of the Quintessence, a group of five immortals who watch over humanity. The Stranger has only admitted that he serves Order and makes sure it balances out Chaos. Regardless, when a moral issue with supernatural cause occurs, he appears to offer guidance. At times, the Stranger has displayed near omnipotent powers. Despite being a loner, he has come to the aid of the Justice League of America. When offered membership, he simply teleports away.

Phantom Stranger began to observe Batman as he was on the verge of discovering the name of the man who killed his parents. The Spectre offered him a wager, if Batman kills Joe Chill, he is the agent of the Spectre. If Batman upholds justice, he is free to go about his path in life. Intrigued, the Phantom agreed. At the Tiki Tavern, Batman attacked several gangsters to get information. When his method of extraction became too extreme, Phantom Stranger expressed a voice of disagreement and appeared to Batman. Batman, however, was in no mood to deal with Phantom. He then teleported himself and Batman more than 3 decades into the past where they witnessed the heroics of Thomas Wayne and a clue into his eventual death. In the final confrontation, Phantom implored to Batman that Chill was beaten. After Chill was killed by debris, Phantom concluded karma delivered the final blow but couldn't help but sense divine intervention.
