Jim Barr was the son of a police officer. When Barr's father died, he tried to fight crime himself. However, Barr's application to the police was rejected. Instead, he went into the field of ballistics. During this time, Barr developed a chemical called the "Crime Cure" that increased his strength and intelligence. He didn't stop there and invented the Gravity Regulator Helmet, a conical anti-gravitational helmet. It granted him the power of directional flight at super sonic velocities and to generate a protective electromagnetic field. Barr became the Bulletman.
In Gotham City, Bulletman opposed the Weeper. During a scheme to destroy the city, Bulletman pleaded with the supervillain to spare the thousands of innocent lives. In the Weeper's moment of hesitation, Bulletman defeated him.
