Urban legends pervade American society about unwanted pets being flushed down the toilet. A pair of turtles were the unfortunate victims of this tale. They were then acquired by Slug, leader of the Outsiders. He used a nearby river of toxic waste to mutate the turtles into behemoths.
With Wildcat fighting Slug, Batman was left alone to fight the two giants.
