Clifford DeVoe was a lawyer secretly hired by the mob as a "thinker," one who would supply them with solid alibis and legal precedents to keep his organization out of prison. DeVoe decided to use his intelligence to take over Gotham City's organized crime, as the Thinker. The Thinker used various devices, such as the Thinking Cap, to gain mental powers. On one instance, the Thinker was defeated by Batman and the Atom, Ray Palmer.
